Can i bring clarity in a blur mobile picture?

i have actually clicked some photos from my mobile camera.the problem iz that the camera isn't that good so the images are not clear..is there any software which can enhance their clarity?plz help.

You cannot increase the pixel density of the image. If you really want to bring clarity to your mobile picture you can use Image Editor Software like Adobe Photoshop and give effects. Then the effect will clear your picture and will reduce the blurriness. Also there are online image editor software if you are not familiar to Photoshop.
